Cannot connect to my server after upgrading to new plan

I upgrade to 1GB RAM 25GB SSD plan from 768MB RAM, 15GB SSD plan.
And I received a message shows the upgrading was started and it would perform a hard restart.
But it seems takes too long time. I cannot receive any response from my server.

In control panel, the RAM of the VC2 is 1024 MB, but the storage is still 15 GB.
What should I do?
