Restore Ubuntu Compute Snapshot to High Frequency Compute Instance and keep IP address

I would like to move the current Ubuntu server Instance on Compute to High Frequency Compute of the same size and configuration.

This article describes cloning but it requires changing the ip address. Because of Cloudflare and DNS, perhaps it is easier to avoid changing the IP.

If the IP Address is added to a reserved IP address and then a new High Frequency Compute instance is created, Can the ip Address be removed from the reserved IP status to avoid the $3/month fee charged or will the ip change once it is removed ?
