Can't use same PayPal for a different account?

I manage two company accounts, pay from my personal paypal. Attempted to link my paypal to a second account and not only it was impossible but now I am told that "Our system is unable to verify your account automatically. The account is now pending additional review

Thank you for your patience, as the process may take up to 24 hours to complete."

Is this a joke? Is your goal to create hurdles for your customers?
