Credit Card Authorization Problem !

Message from vultr :

Our billing department is requesting additional information for your account. In order to validate your identity, please review and fill out the following authorization form and fax it or attach it to this ticket:

I am a bit suspicious in this case plus i don't find what's the problem .
I paid via paypal ( actually my friend did ) and i don't even have a creditcard at all why they are asking for it ?
Why i have to provide this information's? i don't find on vultr that say they will ask for this info .
